The Maryland Department of Housing and Community Development's Communities team can work with you to access a wide range of block grants, investment programs and revitalization initiatives for your region.

Kevin Baynes - Director, Director, State Revitalization Programs

Kevin leads efforts to deploy state resources to communities through demolition, investment, and partnership programs. Grant funding is available for targeted initiatives, and Kevin’s team works with local governments, nonprofits, and other community organizations to create and implement funding proposals.

Stuart Campbell - Director, Community Services Programs

Stuart provides leadership to communities seeking to provide support to residents and targeted populations including at-risk homeowners, homeless services and shelters and related organizations. Through funding channels and technical assistance, Stuart and his team guide communities through the application and implementation phases of projects.

Charles Day – Director, Local Government Infrastructure Program

Charles works with Maryland municipalities to create low-cost financing opportunities through innovative bond financing mechanisms. Municipal representatives can contact Charles to discuss specific infrastructure improvement and investment projects, or to learn more about the financing opportunities available.
