What is the Maryland Homeowner Assistance Fund?

 

The Homeowner Assistance Fund was established by the American Rescue Plan Act enacted on March 11, 2021, to help homeowners experiencing financial hardship after January 21, 2020. The Maryland Department of Housing and Community Developm​ent will receive $248 million through this program over three years to assist homeowners struggling with their mortgage payments or other housing costs due to the COVID-19 pandemic. The Maryland Homeowner Assistance Fund will leverage and be supplementary to the loss mitigation tools that will be deployed by mortgage servicers. The program will create a long-term sustainable and affordable mortgage as opposed to short-term assistance without a clear outcome. For more information, see Program Overview​.

What kind of assistance is available?

 

The Maryland Homeowner Assistance Fund will support mortgage relief, weatherization, housing counseling, and legal services.


What are the eligibility requirements?

 
  • Eligible financial hardship after January 21, 2020
  • Grant - 100% of AMI; Loan - 150% of AMI
  • Must be a Maryland homeowner
  • Homeowners residing in their primary residence
  • Evidence of the deed of trust
  • ​Be delinquent and/or in forbearance for more than 3 months.​

What is a qualifying financial hardship?

 

U.S. Treasury​ defines a financial hardship as “A material reduction in income or material increase in living expenses associated with the coronavirus pandemic that has created or increased a risk of mortgage delinquency, mortgage default, foreclosure,or displacement for a homeowner.”

How can I apply?

Can I still apply for the Homeowner Assistance Fund if I received a Foreclosure Sale Date?

 

Yes. Please submit all necessary foreclosure documentation at least 37 days in advance of the foreclosure sale date.

What if my servicer is not participating in the Homeowner Assistance Fund?

 

The Office of the Commissioner of Financial Regulation (OCFR) within the Maryland Department of Labor is responsible for regulating the mortgage service industry in Maryland. If a homeowner feels that their servicer is not properly participating in the Maryland Homeowner Assistance Fund, they may report their concern to OCFR by calling 410-230-6077 or by visiting labor.maryland.gov/finance/consumers​ to submit a complaint.​​​​​​
